I did some investigating and it turns out the three tracks from the fundraiser scene are no longer in the game files. I also noticed a glitch in episode 3 that could be related to the panda eyes glitch:
Basically it looks like they've changed the way the lighting works, because I've noticed differences in lighting in other scenes too. The game also looks a lot more crisp now (at least in episode 3 & 4, I haven't played any others with the patch). It's almost like it's playing on a higher resolution. The depth of field also looks like it's been changed somewhat, some things seem to have more bloom.
I'm running the game on a 1920x1080 resolution with both high texture quality & render quality, and the only time I noticed any severe framerate dips was in the Batcave with the hologram of Gotham, though it happened before the performance patch too.
One thing that bugs me is that they did not fix the freezing glitch that happens while Bruce talks to Lucius in the Batmobile at the beginning of episode 3.

Have a 970 and a 5th gen i5 and it's so choppy on episode 2 and crashed half way through.

Ok, so this is basically a bug report and a patch request for the future. Not sure of the best place to post it.
Runs smoother in some places on PS4, but I also got some kind of nasty bug that basically reversed every decision I'd made in the season so far when I tried to replay episode 4 (from an existing pre-patch save). So I'm currently replaying the whole thing to correct it. Just got back to Ep. 4, and I clicked on Joker, and ended up missing most of the other convos and characters in that scene. So that's the second thing: I still have to play through the entire episode before I can rewind back to what I missed, and then complete the episode over again. Really, really hoping they patch the save and chapter systems soon. Also crashed on the Crime Alley scene, and the bartender's facial animations cease to proc after I tell her I'm 'looking for someone'.

I hope that on Xbox 360, they release a patch soon that updates my achievements. I have completed every episode, I own every achievement in the game, yet there's a problem. My achievement list is glitched at 19/30, 620 gamerscore. That basically means that it's not a completed completion. I am a bit ocd with it and I hope that it gets fixed.
Batman's optimization patch is 7.7 gigs. Maybe the large download the size might be the cause? If not, I bet that otherwise sounds like an issue with your Steam Client.

Again, this is not official Support advice, but just one fan helping another - I'd recommend logging out of Steam and restarting. If that does not work, I would just wait out the download. As I said, the Performance Patch for Batman is super beefy in size and it will take a while to fully download/update if you do not have a fast internet connection. If you are otherwise downloading the game for the first time, you are downloading all of the currently released episodes with it, so that could also be another reason for the long download time. Overall, I think the game is sized at somewhere around 8 gigs.
I just bought the Batman series of all episodes on Steam. Big mistake as episode 1 that was choppy but at least played is now dead like all of the other episodes. Seems Telltale continues to release buggy products just like they did with TWD 1 and TWD 2. Disappointing as I wait for tech support to respond.
Update. Support came through (2 days later) but now plays fine.

I hope consoles get a Patch too.
there was no reason to remove the texture options. it was in ever telltale game sense the start.

it is needed for people that are running older computers. lowering the resolution won't cut it you need to turn off aa and lower textures as well.

I can't even play the season now from steam because it loops the updating from 5-9 hours and never finishes and won't let me play the game.
