Is Telltale messing with us?
Ok so I've noticed this is in TWD Season 1 but I've noticed it way more in Batman, everytime at the end of an episode they always show some preview cutscenes of the next episode, however, those exact cutscenes aren't in the actual episode. Are they messing with us, because some of those cutscenes are actually interesting and its upsetting to not see them in the actual episode.

Way to overreact and playing the victim. No, Telltale are not "messing" with us, previews are just meant to give a general feel about upcoming content.
They are not meant to be taken literally.
You're the only one overreacting, he asked a simple question calmly, and no where acted like a victim.
The use of the expression "messing with" ascribes malicious intents on the part of Telltale, I don't think this is the case at all.
It can also be used in a joking manner as well; I would give them the benefit of the doubt in this case.

Some of them appear in the episodes.
For example, Harvey storming Wayne Manor can determinantly happen in Episode 4.
To a certain extent yes, because the preview is based on current plans. TWD S2 EP2 having Carver using Troy's design is one example
No, they just need a bigger budget.
Nah, they aren't messing with us. It's just that over the course of their development, rewrites are made and events that were planned (in the next time on.. segments) don't get used.
And I'm a bit sad whenever that happens, because even though what comes out in the end is good, I just can't stop thinking of what could of been. (I'll never forget that we could have had a corn field scene in S1Ep2.) :l
Actually, I find this kind of fun. Thinking about what may have been originally planned. Like the scene with B on the balcony and V in the streets.

The scene just took place in the Cobblepot park, so I don't think we missed much.
Probably not, but the scene would have been set up differently, I assume
