If you want to send someone a private message, click their name, then the "Private Discussion" button on their profile page. You receive private messages in your Feed on your own profile page. That's all there is.
You don't get an actual email inbox if that is what you meant. However, you have a profile feed section on your profile page where you can read Private Discussions and receive notifications saying that other users have replied to your comments or threads.
