I'd say it's still ambiguous. I've never seen a walker with red eyes before and I've never seen a burn victim with hair and eyebrows. But if… more the explosion killed her and turned her into a walker, she would be an eyebrow less and hairless walker. I've never seen anybody point this out soooo conversation time?
Yeah, I know. The earnings might be made out of a material that won't be burned to disfiguration but I'm just pointing out that she didn't die from the explosion if she is a walker there, something else did. Otherwise the most logical thing would be that she is bitten or something like that
If Gabe was the one to mistake Kate for a walker and manages to shoot her, I'd imagine the following scene would play out like this:
Gabe: Oh my, God! Uncle Javi, are you okay? I can't believe she's dead...! I-I had to shoot her! She was one of them now! But's it okay, you're safe now!
