So I figured we could share our theories about different characters . Like how I think Alfred has worked for Waller Because he jumps to her defense twice. My latest theory is that the Agent who goes deaf becomes fascinated both with stopping crime but also ultrasonic frequencies and develops a portable scream device becoming Black Canary

    Black Canary isn't Deaf in most versions. She still can become fascinated in the tech.
