The Penguin might be returning with/without a broken leg.
According to a tweet by Rey, Penguin might be returning.
I'm pretty excited to see how this turns out. What about Harvey? Wouldn't it be the obvious choice to go after Harvey in E4 and save Selina instead? Selina and Oswald are both reappearing, but not Harvey.
I frankly hope Telltale does not go down this route...
Now before I get bashed for the credibility of the info... do your own research first.

To be fair, his leg gets screwed up in S1, no matter what you do: if you go after him in episode 4, you break his leg with a hammer. If you didn't, a statue falls on his leg in episode 5 instead.
Penguin always injures his leg, either in episode 4 by sledgehammer or in episode 5 when the Cobblepot statue falls on him.
Harvey, however, gets half of his body burned if you go after him in episode 4 and I really hope that Telltale remembers to include this detail.

We know that the Joker, Harley Quin, and Catwoman are confirmed, and the Riddler made an appearance. Waller and Agent Avesta were included... Who else is going to appear this season? Man, it's going to be crowded if we have Bane and the Penguin too.
Don't forget Hugo Strange.
I'm honestly shocked at how many villains are set to appear. I don't see how Telltale can truly do them justice even if episodes are roughly two hours long.

He's been on point in regards to leaks thus far. His leaks for some S02 choices were legit.

Their "connections" for these particular rumors were from a separate forum user coming on the Telltale Talk section and posting these alleged leaks, which were then seen and reposted on the Twitter account. These rumors did not come from any unique "connections" that they have on their own.
Okay then. Still, accurate most of the time.
I think it makes sense that we'd see Penguin before we see Two-Face since, as mentioned previously, what happens to him is pretty much the same in any route.
Though he's still apparently in prison so I'm wondering what kind of role it would be...Bruce/Batman visiting him in prison to try and get information regarding Pact? Maybe Waller brings him in to help their investigation?
Well according to the news Oz is sitting pretty in prison. There's something going on there.
It's possible he is busted out of prison, possibly by Bruce to prove his loyalty to The Pact. Now that would be ironic.
I think Penguin reappearing is kinda obvious, he was fan favorite plus his face always gets beaten up, and his leg breaks, for the signature Penguin waddle.

I thought Harvey was a fan favourite by episode 5 lol. Telltale messed up his character in the worst ways possible. Whereas we got a deep villain like Harvey by then.
Both are fan favorites I suppose, but Harvey has too many determinate states like if hes in Arkham or Blackgate, how badly burned he isnt, ect, so if we are going on realism based on how Telltale seems to operate, Id say seeing Oz is way more likely to happen.
It would be in a slap in the face for me.
