Not the most likely. The most skilled for the job yes. But having a completely unknown guy (in Telltale's world) kill the main villain of the episode isn't really likely. Still think that they are going to swerve us big time in this one and reveal that someone completely unexpected did it. Maybe Alfred, Two-Face, hell, maybe even Catwoman
Deadshot is the only character in the entire DC universe who could shoot a guy from such distance right in the neck where such lethal injections spread the fastest
That he is but I still think, along with John doing it, it would be too obvious. Maybe another villain not yet introduced?
Dent's still pending trial or something.
