That's a great idea, actually. It's clear Nora is important to Bruce. Bruce knows she is innocent and needs his protection, so it's natural he'll do all in his power to save her. The best way to achive this goal is to unite his powers and resourses with mr Freeze, and during the process of saving Nora they're doomed to form a strong bond. This realtionship have a great potential. I hope Telltale won't miss the opportunity, like they're doing right now by giving Catwoman too much screen time, comparing to more important characters like Frank and Montoya.
