It varies by storefront. Some stores release the episode early, other stores wait to update/release content at a certain timeframe. Telltale's store in particular kind of varies and doesn't have a particular time, whereas Steam and consoles update at particular times. (This can sometimes be earlier or later than the Telltale store - it's basically a roll of the dice...)
Every episode of every game I see people complaining the episode isn't out.... I mean how hard is it for them to understand they release 6pm GMT every time on Steam?
Fired up my TTG store version and the download episode button is pressable but it just goes to "failed to download", hopefully will actually be up soon.

How to understand when game is ready for an update? If I just stay in steam, will it start download automatically, once the game is ready im my time zone? =/ I'm just keep log in and log out right now, lol, in hope for the update to jump at me. XD

The Steam version should start automatically downloading from around now, if it doesn’t start automatically then you will need to exit and restart Steam to trigger the download.

It is 24th of January now but still I cannot download it in android. I have played every other episode in that device, and whenever I see, it shows episode 4 is coming soon. Can anyone help please?! And I have bought the season pass

There hasn't been another update so far.

It's out for me on the PS4, downloading it now.
If I remember correctly, last time it popped up on Steam autmaticaly as an update and for everyone at the same time, regardless the timezone.
