I saw it as being an issue escalated on both sides. I would agree that John was probably being truthful when the Agency "fired first and asked questions later", but obviously, no sane person would retaliate to that degree, even in self defense.
John is obviously unstable already, so I think the Agency's mistakes were exacerbating conditions that were already there but not entirely creating them from the ground up.
Given on what little we know, I would very, very hesitantly side with John because I can totally see how the Agency would jump straight into messing things up.
Yeah. Its like Waller decided, 'I'mma hire me a bunch of screw-ups because I'm the biggest, baddest screw-up there ever was.'
Seriously though, I'm so unimpressed by the agency. There like a bunch of silly little damsels in distress. Either messin' things up or dying and needing to be saved.
Then you got Waller that's always screeching 'what do you think your doing?!' Even though she makes little to no progress and your the one that makes things happen.
Need Gordon to come back... at least he was useful and reliable.
