So since Harvey is no longer the mayor since y-know......who's the mayor now? Or there isn't one?
(sorry if this is a dumb question)

    The mayor what? Villain?
    Well, considering the image we get when we look at the "locked" episode 5, I would say it revolves around the Joker. If I'm not mistaken Freeze, Bane and Harley were all apprehended by the Agency, so all we have left is Waller and Joker.

    I don't think you got it. Remember in season 1 where Harvey and Hill were battling to be mayor? Since Harvey's locked up(or pending trial) who is the current mayor at the moment?

    there is an acting mayor until there will be new candidates for an actual mayor. simple as that.
