How does Oswald not know that Bruce is Batman?
In every scenario, Penguin finds the hidden R&D lab with a giant computer connected to the Batcave. Was it ever explained how he couldn't put 2 and 2 together?

He probably just assumed that Wayne Enterprises just makes Batman's tech, just like how they made tech for the GCPD and the rest of gov't operations. But since it's Batman, they'd need to keep it hidden or else they'd be a target. That's the thought, at least.
I assume its him just thinking that Wayne helps Batman? Who knows, realistically I think he would put 2 and 2 together after that
Because he hates Bruce.
Same as Vicki, none of them in their wildest dreams would have imagined Bruce was actually a hero, they wanted to think so bad he was evil and the cause of all their problems that even with proof they weren't going to believe he was Batman.

Because plot. The characters figuring it out or not depends on how it suits the writers
He thinks Batman is on Bruce's payroll, which would help him rationalize the secret r&d wing. And he thinks Bruce is a spoiled richboy who would never use his money and influence to become a hero vigilante.
Come to think of it that's actually a reasonable explanation. I, too, was a little taken aback by how could Cobblepot miss this but sometimes a bit of believability has to go for the story to go on.
From Penguin's POV Bruce is merely working/financing the Bat but being Batman is one line he can't cross.
I can buy that. I'm more puzzled by how Gordon has not figured it out for instance, considering he knows that Fox and Wayne were associates.
Yeah if you fight Penguin in episode 5 he literally suggests that Bruce could be paying for Batman to do his dirty work.
As far as Gordon is concerned, I feel like he doesn't know because he doesn't WANT to know. To Gordon, Batman is Batman. He is a symbol and nothing more, he has no desire to figure out his identity. Either that or hes a buffoon, I have given him so many clues in my playthrough that as Bane said even a fourth grader could figure it out.
Right? I mean, he could even alter the bat-tech, which would probably make the connection pretty obvious.

he hasnt really had enough time to make that realisation. maybe thats brought up in future seasons.
