Its obvious, she steal it from the walkers!
She takes the ashes from all the people she's killed, mixes it with the cranial fluid from zombie brains, and applies it to her eyelashes with an old toothbrush

Her skin was so smooth and glossy.
She looked pretty good in the opening scenes tho, the lighting in that final scene was a bit fucked I think.
I'm sure abandoned retail stores, will still have lots of make up stuffs just sitting on the shelves.
