The Red Head
Not sure if a spoiler or not so I put it as one just in-case.
My theory of the red head man in the story. I have seen every one else's know here is mine.
I believe the man with the red hair maybe "The Shepherd Boy" from Aesop's Fables. The fable that I speak of is most known by the title "The boy who cried wolf". In most of the story photos from many of the rewrites of this fable the boy is a brunette, but in others he is a redhead. Most of us know this cry wolf story but the ending in the books of today has been altered. In the children's versions of today the boy learned his lesson and lived on as a hero. In others the wolf ate the heard of sheep and the boy. Do to the sometimes grim nature of TT's story telling I'm inclined to go with the wolf eating the boy and the sheep.
Questions to ponder....
What if the wolf was Bigby?
What if the boy survived the wolfs massacre?
Who helped him if he did just barely survive?
Are the be-headings his revenge for what the wolf did? .... Or what Bigby did?

I think you're right on his identity (other people have theorized the same) but I don't think he is the killer. The fact that he is basically everywhere, whether hidden or in plain sight makes it a bit too obvious that TellTale wants us to notice him, and then he becomes purposefully very suspicious but in my opinion he is a red herring, a way to throw us on the wrong tracks. Though the revenge story would make sense if not be a bit cliché.

I'm pretty sure he did it or he's involved, he looks very similar to the guy that was the Taxi driver that drove Snow and Bigby to the Trip Trap. Giving him the best opportunity to kill Snow. Not sure how he knew about Faith, but there's obviously more going on.
You can't really call him a red herring, if he was a red herring he would be a suspect; the woodsman, Twittle Dee and Dumb and Bluebeard could be considered Red Herrings. It's still a bit too early to say if the Red Head is the killer or an accomplice but I'm pretty sure he's involved somehow. A red herring has to be at the focus of the story, it's supposed to stick out like a sore thumb because the writer and the protagonist is focused on them. The Red Head is hardly seen clearly, let alone acknowledged, we don't know his motives. Granted we have suspicions that it's the Boy Who Cried Wolf and if you replay the episode you can spot him all over and his character design makes it all the more obvious that he's some kind of Shepard but Bigby is completely unaware of his existence so far in the story.
Well maybe "red herring" isn't the right term, but too me it's too obvious that TellTale wants us to notice this guy, he is there more to distract us I think. Maybe he is involved, but I don't think he is the perp because it's too easy to suspect him (even if the story doesn't acknowledge him).
I really hope he isn't the prep because if I figured out he did it this early I'm gonna be kinda annoyed. Granted there's probably bigger motivations behind why he did it that they'll shock me with during the episode 5, but you're right they made it way too obvious that's he's in the story. If he is the perp he should've only been clearly seen once an episode until the reveal But he's clearly seen about 5 times.
Yeah. THAT IS GREAT, i noticed the Red head always being in the back. The name of the 5th episode is cry wolf so this i s a very interesting thought about the man could be the boy.
