Use her water bottle to wash her face instead of the sink? She constantly says "I hope the sink works okay" and never tries it, instead wastes her water bottle. I never understood this scene.. and why it lead to what it did...

but no seriously, I tried interacting with it and Clem didn't do anything, just kept saying "I hope the sink works okay.."
Seemed really stupid.

Clem just keeps saying that she hopes it works okay to me.
She will try the sink if you back away and check that thing out. She tries to turn the water on, sees that it won't work and sighs. I think she even says "Figures..."
As others said, you can have her try the faucet. No water comes out.
