I think he will make an appearance as a walker. On one of the Playing Dead episodes for the game, one of the writers hinted at that by saying that "he may still exist in the world" or something similar to that.
Its possible but unlikley due to the fact he was left in savanah. people will say that "I shot him he wont come back" but i recon clem shot him in the sholder and not his head. watch how she moves the gun at the last second

Yes we did, even if he is a walker he's cuffed. You wont see him, like ever.
So? He'll eventually get out the cuffs if he's a walker.
I think its possible they might show his body or someone will come across it? I don't know, I'm only basing that off of the slide for the last episode because there was a theory it was Lee's corpse, due to what it's wearing.

Actually you can tell Clem to cuff the cop instead of you so...
