Maybe, but then again the photo disappeared in S1, yet somehow Clem has it in S2...(OR at least I think it disappeared during S1)

Remember in episode 1 in the pharmacy when Lee tears himself out of the family photo, Clem picked it up when she was there
The photo and the drawing are still in the backpack obviously. When she got it back from the dying man she got back the photo and the drawing aswell.
She put them into her pocket, but still i believe you are right.

I thought it got washed away downriver so that Kenny or Lilly or someone would find it and know to head upriver to search for Clementine.
