The timing doesn't seem right, I don't think Lee's wife would marry someone else when her husband is on trial and her lover is dead unless the Senator was not the only one Lee's wife cheated on with but Alvin is too much of a nice guy and I don't think he'd resort to having a relationship with a married woman.
No Rebecca isn't Lee's ex because she's pregnant and the outbreak started at day 40 when Vince's story in 400 days. Plus Lee's wife sounded more appealing then Rebecca. If she is Lee's Ex then LAWL Clementine got a whole story to tell.

I imagine Telltale doesn't want to stretch things too far.
