what if tavia's group was the jail or something in ep 3? the radio guy did sound pretty bad.. I don't think there's a 'safe' place anywhere in twd.. if there is.. it'd be totally useless. Like why care for a community instead of yourself with limited resources? like think about it.. either way, i think BOTH carver and tavia are up to no good.

He could be like the Governor, so his community thinks he's a good guy (Tavia too) while he is a fucking asshole.
