I'm pretty sure that there is something else going on off screen. Luke is holding his machete, so I don't think that they both have to take their weapons on, because of one walker. There might also be the TYWD person with them, trolltale just removed him/her off the screenshot, I don't know.

At no point in the episode did a situation like the one depicted in this picture develop. Christa neve… morer held a gun to her head, and Lee never restrained Kenny from trying to stop her. Instead, the image was a deliberate red herring that misdirected us from what would REALLY happen: Someone would kill herself, all right, but it was Katjaa, not Christa. It's important to keep that in mind when Telltale releases these "teaser shots."

I zoomed into the picture and I noticed that Luke's holster has either a gun in it or Clem's radio. Speculation away!
