A great place to start for newcomers is the series that began in 2005 with Christopher Eccleston. It's where a majority of the fans started actually and is the current ongoing series.
I always wondered about this: Is Doctor Who a series you will have to like from the start or is it one which only picks up after a certain amo… moreunt of episodes? Because I have tried 2 times now and never really came much further than a couple of episodes.

It will be, you get a majority of the backstory a good bit through. It's somewhat a reboot of the franchise while still being a continuation. There's subtle nods here and there to the classic series.
One thing though, the Doctor mentions this war several times throughout the series. Don't worry about in the grand scheme of things. It was something that happened in between the original series and the modern one and we only go to see the events of it very recently. It's not something you missed.
