I don't think it's neither character (both Becca and Sarah are too short to be that woman in my book). It honestly is hard to tell who it is. But my hunch it's a character we've never seen before.

If TT didn't change their clothes it is Shel with the same clothes she had in the end of her episode...
It could also be Becca or some other charatcher, now if that's Shel or Becca do you think that's Tavia's community ( and they are with the group that went with Tavia) or is just another place and they are with the ones that didn't went with the group?
