You buy everything with it. you can download every episode as they become available. except ep. 5 wich you can download early 2016 because its not released yet.
A Season Pass gives you access to all the Episodes in a Season. When you pay the $22.50, you get access to all five episodes.
I've got the season pass but I have to pay for episode 4.

If you are having that issue on the Season Pass disc, Telltale should eventually fix that as they did when people had issues downloading Episode 2 on the disc previously. They might be on break for the Holidays still, so it might be a short while longer.
