I know of 2 petitions that have worked - One was to save Elephants - thousands of people petitioned and the government ended up taking notice and dealing with the problem the petitioners had, also a petition was made for a TV show to have a 4th Season - with just 1,000 petitioners it worked. They've worked several times as well but when it's for things like TV Series - A new Season has a better chance of working as long as there are enough fans but an entire new series will be allot more difficult because you'll need directors, choreographers, actors, script writers, camera people etc. But yeah, it's not the case of petitions not working, it's specific types of petitions that don't work barely as much as some others.

That petition isn't going to work
No petition works. I mean very very rarely they do.

I would like to point out the petition got about 350K people to sign it.
