If I get banned from posting comments on this website would I get banned from download games on it?

Getting banned only affects your ability to participate on the forums in ways such as making new posts, editing posts, writing private messages, up-voting posts, or reporting posts. You can still read the forums and access your account's games.

Both. It depends on what someone does to get banned as well as their ban history. Permanent bans are saved for spambots, gimmick accounts, people who post extremely bad things, or people with a long ban history. Otherwise, a volunteer moderator or a Telltale staff member makes a judgement as to how long or how short someone should be banned.
Yep, there are definitely permanent bans. Majority are for alternate accounts and spam bots, bad images, although regular users can be permanent banned, but it's uncommon.
When you get banned, the mod chooses the ban time as appropriate. It could be a day, a week, 25 days, 34 weeks, 6 months, an hour, 5 minutes...
lol. A 5 minute ban? It's like being arrested in GTA and being let off the hook soon after.
I don't understand the part with ban history so please explain, if I was banned more then 20 the time and this is a new ban do I have a high chance to get myself a permanent just because for my past mistakes, you did say the people with a long ban history, this seems pretty neat, unfair and unrelated to your current ban situation... it just wrong to take in a consideration your olds ban as long you already pay for them.. of course I want to take your history ban as count but not to affect your current situation and rather to affect your overall situation.
