They did live in the sky and we'll it is very hard to get material they need maybe that's why survive on the material they have in sky city

Because it is risky. They said that in the episode.
Not everything is dropped by monsters, so blocks and materials that can't be gotten using the "Eversource method" are limited. Blocks like dirt are rare. They can't risk having people dropping limited resources over thr edge.
Their city is too small, they can't fit more building in one small and sky-isolated city
It's a stupid law, not knowing the people are so smart they say building is bad and violating and a threat to the public why is it so offensive? They CAN handle it, but they think that can't, just after a stupid crime of Milo wasting a single block made the entire government think the people are not good a building in high skies. Where do they get all those iron, gold, and diamonds? From underground? I think so. I know it's because of limited resources, but where do they get them? Isa even wasted a cobblestone block!
And yet The Founder/Isa's Palace is made entirely out of Gold,Iron,Quartz,Stone,And Lapis.
