That hair has me in shock.
Well that seems a little harsh, it cant be tha- Holy mother of a houndog!
The neck scares me, I see where your coming from. practice drawing people in general and then telltale them up after, fun practice could be telltaling photos in magazines and newspapers.
Use more of a marker pen style tipped pen rather than fine line and be messy
The art itself isn't that bad but you could strangle someone with that goddamn hair. No wait, I understand now, that's not her hair, there's a giant polar bear standing behind her. Yep that makes a lot more sense.

I know the neck...is really unreal... But I usually draw Manga and Anime and I have to practice drawing real people.
