I don't really have anyone in mind, so I'll just go through your list, if you don't mind.
Need to explain your choice there.
Same here.
Could work, but since it's not gonna involve much screentime (or any, probably just voice-acting), it's better to involve Garrus' VA.
Not sure why you picked him, either.
That could actually work, but Jackson works better when he's allowed to be... expressive, to say the least. Anderson is a tad bit different.
Again, don't know why you picked him. Fred Tatascoire (he played Saren in ME1) did a great job.
She doesn't have a proper appearance for Miranda. IMO, it would've been better to cast Yvonne Strahovski (who was both the voice and likeness for Miranda).
She has the sex appeal, but that's not necessarily the vibe Liara gave off at first or even later on. Not sure about this pick.
She doesn't strike me as someone fit to play Jack, but that might work. I'm just not 100% sure.
Don't know anything about him. Might work, might not work.
Don't know much about him, either. He looks the part, but it might be better to get Seth Greene who played Joker in the game. He even looks similar.
Harbinger is a voice-acting role. Again, I'd argue for the need to involve a VA from the games. In this case, Keith Szarabajka.
No argument here.
You sure you don't mean Tom Hiddleston? He might be great as Kai Leng, actually.
You cannot be serious.
