You're thinking too much about it. It's just a what-if of which walkers are suddenly able to run, being slightly stronger than usual, and having frequent blind-but-much-stronger counterparts. How would you think the TWD characters will have changed to deal with the higher threat? (may or may not be including that people don't turn unless they are bitten from these type)
Clementine would've found a way to fuel the main engines to get the shuttle moving, without an external tank to contain the liquid hydrogen/liquid oxygen. As the shuttle's main engines ignite, it quickly reaches it's top speed of Mach 24, headed north for Wellington. The landing gear, which now acts as car wheels, break under pressure, sending the shuttle skidding down the road until the engines finally run out of fuel, reaching the road stop.
Mach 24, eh? Considering that it took them a few hours of truck-driving and days of walking in order to get there, It would take the shuttle less than 3 minutes to get there at its current speed, even if the atmospheric pressure limited it's top speed to about mach 4. And would probably wind up crashing through Wellington's wall while it's trying to decelerate, given that they would only know wellington was there by flying close to it at break-neck speed and being way under the safe distance needed for deceleration. All I'm saying is that they better have Parachutes in that thing if they're planning on surviving their arrival.

As an ex military brat with very limited military expertise I doubt he was a private or a specialist, maybe a corporal by the way he was barking orders at his family? No idea where he was deployed though
