Could Harleen Quinzel be running Arkham Asylum?
She'd be a welcome, less obvious alternative to someone like Hugo Strange, and it'd be a neat little way of alluding to the Joker's presence without having to drag him into the spotlight this soon.

Arkham Asylum hasn't been shut down. But Harvey has plans to do so.
Bruce and Harvey made the Wayne Memorial hospital in direct opposition of Arkham but it hadn't been shut down yet.
I doubt she'd be running it but this would be a great opportunity to introduce her to the story. Maybe a therapy session?

If Dr. Quinzel does appear in episode 4, she'll be voiced by either Tara Strong, Hynden Walch, or the woman (forgot her name) that voiced Elena from Uncharted.
Although, another candidate to run Arkham could be Jonathan Crane.
Also, I still think that Strange is the one running Arkham.
Harley doesn't have to sound like a hyperactive eight-year-old in all of her incarnations. I'd almost like to see Telltale take a different angle with the character, as they've done with The Penguin.
He had plans to do so. But then his shizophrenia takes him over, he has a burned face (for most people) and feels betrayed by his best friend. In the preview, Harvey even says that he will have Bruce hospitalized in Arkham, so I doubt these plans still exist.
Besides, the name of the new hospital was to be "Thomas & Martha Wayne Memorial Hospital". Awkward.
Episode 4 is a great opportunity for introducing new characters/villains for new seasons (if they decide to make more than one, I mean), such as Hugo Strange, Jonathan Crane or, as you said, Harley.
I really want to see the depths of Arkham in the episode. I hope that we get to have a therapy session with one of these characters, it could be a great moment if they do it right.
It would, in my opinion, be very appropriate to introduce Harleen Quinzel when Batman is being examined. This is the perfect opportunity to establish her as a very skilled psychiatrist capable of awakening a side of Bruce that has long lain dormant. She might not be able to see Batman being Bruce Wayne but enough to highlight some of his traumas and reach the conclusion that he is much more than he purposefully lets on.
At least this is what I'm hoping for. "A serious House" is the second chapter of Episode 4 that's where I expect to see Bruce's psyche thoroughly dissected.
Sounds like you want Harleen Quinzel's transformation into Harley Quinn to be more tragic.
It would add an emotional layer to their hypothetical confrontations indeed. The constant reminder that the Bat she fights could be Bruce.
Yeah, I'd like that. I don't think Quinn is going to show up, but we could at least be introduced to Quinzel.
I don't think Joker is in the first season either.
I'd love to see a romance develop between Bruce and Telltale's version of Quinzel, if only because we haven't seen it happen in any other continuity.
That could be very interesting indeed but right now I don't see that happening it's a bit too late for that.
Anyway I won't cheat on Selina, Bruce and her are made for each other Telltale made that clear right from the start.
How is it "too late?" Telltale hasn't made our romance with Catwoman mandatory (we have the option of keeping the relationship purely professional), and there's still two episodes left.
If we pick the right answers and save her at the debate I can't consider our relationship with Selina as merely professional. They have not openly said "I love you'" to each other but both characters should be pretty well aware of their reciprocal feelings by now.

I'm talking about Harleen Quinzel, not Harley Quinn. It's the same kind of dichotomy as Harvey Dent and Two-Face.
If we did meet Harleen Quinzel then I would like to have a chance to have her as an ally. Maybe a chance to prevent her from meeting Joker
