Vicki vale is an alias for Talia Al Ghul . She was sent to Gotham to test if it could save itself. In other versions of Batman the league writes off Gotham but this Ras wants to give it a chance to prove itself. It's also how she got the combat training and armor suit. Also Penguin has been drugged by the same concoction and is permanently lacking impulse control.

No. She's stepsister. Thomas Wayne was a monster and cheating husband. Locked his lover in Arkham Asylum and killed. But their daughter survived. She watched a lot Power Rangers as kid and planned revenge.
I feel like the idea of Thomas having an affair and Vicki was another daughter could be very interesting. The only thing is, again, Alfred would probably have known about it, and it be strange if Alfred happened to forget another very important detail to Bruce.
I speculated the same actually.
