A brilliant thief with a troubled and uncertain past, Selina is still dealing with the aftermath of her time in Gotham City and her complex relationship with Bruce Wayne. Keen to avoid his old contacts like Harvey Dent and the Penguin Selina has travelled to Santa Prisca amid rumours of a valuable prize worth her time, but it might put her in the crosshairs of some dangerous characters. Then again, Selina does live for danger.
Edmund Dorrance/King Snake
A former British national turned revolutionary, Edmund seeks to topple the decadent Santa Priscan upper classes and give power to the people, but his overly violent methods and usage of a powerful drug to control his followers makes Selina concerned that access to the mysterious toxin of the Children of Arkham might have spread and adapted... or is its origins here?
'Bane'
A sickly yet incredibly smart young man and Edmund's sole son, the boy only called Bane has suffered for years from his time in captivity in the max prison on Santa Prisca, Pena Dura, where only his will to survive has kept him enduring when Selina meets him there. Effectively punished for his parents crimes in their place, Bane's apparent lack of strength hides a dark secret and a possible darker future, putting him at odds with Selina, his father and more.
Pamela Isley
An American botanist, Pamela is currently in the employ of the governor of Santa Prisca and studying the exotic and beautifully unique plants of the island's jungle, coupled with the fear that environmental change is afflicting their development. Unconcerned with local politics but increasingly wrapped up with them, Pamela is both often shy and outspoken, especially the latter when it comes to the safety of plant growth. Many are increasingly thinking she cares more about plants than people, though she quickly develops a good friendship the woman she thinks Selina Kyle is. But troubling change could be in her future...
Governor Rodriguez
Santa Prisca's overseer, he is a man of many faces, immensely charming one moment and disturbingly sadistic the next. With precious little morals he has fought his way to the top of the ladder and intends to stay that way, including by secretly controlling as much of the drug trade as possible alongside his personal army. He is a man Selina must not underestimate.
Maria
A sweet ten year old Mexican girl whose parents have been murdered who now scrapes on the streets, Selina sees a lot of her own past in Maria and becomes fond of the child, soon needing to help her from harm.
Thomas Blake
An accomplished thief and assassin in one, Thomas has a secret connection to Selina's younger days. But his latest assignment will put Catwoman in his crosshairs...
'Alberto'
A mysterious man in horned glasses, Alberto is a seemingly innocent man with a killer streak, and a dark tie to a past Selina does not wish to know yet feels increasingly drawn to uncovering. Family does after all run so very deep...

Sounds like bad fanfic
I think of all the possible characters for a mini series spin off Selina would be the most logical, especially given you would have the same duality of character with her, albeit in a different way.
