Frank & The Joker
This could be a bit of a stretch, but what if Frank turned out to be one of The Joker's goons in season 2? We've found out they're both patrons of The Stacked Deck, so the possibility of Frank falling in with The Joker in the hope of getting his hands on some quick money (even if it's dirty money) is there. At the very least, it would make for a nasty surprise when Batman unmasked one of The Joker's henchmen.
