How does the bullying law work?

Just this day, i saw a parent (Parent A) in our school bringing in a police officer, even though the school was taking the proper steps to settle the dispute between the two pupils. Parent A's kid is (Pupil A) is involved in a brawl against pupil B. According to the story of the pupils who witnessed the fight, Pupil A was provoking Pupil B. Pupil A is smaller than Pupil B. When Pupil B could not take the provocations of Pupil A, Pupil B punched pupil A. And in the fight, Pupil A took more hits.

My questions are,

1) who is the bully between the two? It was pupil A who was provoking but it was pupil B who first made the physical contact, and delivered more hits on pupil A.

2) Was Parent A justified in bringing in a police with him/her at the school? Or should she have waited the school to handle the situation?

3) Can parent B do a counter demand for parent A's action?

4) During the dialogue with the parents by the school they tried to make amends, and asked the pupils to ask for forgiveness. Pupil A was smiling and asked for forgiveness with ease. But pupil B was having a hard time doing it and was hesitant. If you were pupil B, would you have acted the same? or would you have asked for forgiveness too?

  • Pupil B seems to understand that the situation is fucking stupid and that they have nothing to ask forgiveness for....or they could say...I am sorry your kid was stupid and pestered the shit out of me so that I smacked him and then we had a fight...and I kicked your kid's ass.
