Because of the Killing Joke reference? I think the art's just meant to be a reference alone, I don't think they plan on copying that plotline.
I think a villain such as Bane or Joker will lose their legs too so in season 3 we can have an epic wheel chair battle: Seriously though she may turn out to be this Batman's oracle.
