Same main reason for conflict, again?

Okay, so the main reason for conflict each season seems to be the stolen supplies. In season 1 Stranger is mad at us for stealimg his supplies. In season 2 Arvo and his group are out for us for stealing their supplies (technically). In season 3 the conflict with the New Frontier starts because Gabe ate a fucking pudding lol. Well no, because Javi took gas from them, so yeah because stolen supplies again. And in Michonne the conflict starts because Sam and Greg stole supplies from Monroe.
Now to the final season. Clementine is seen fleeing the train station from the beginning of the episode with Violet in the night. They are holding bags with supplies. The smoking man in the trailer seems to be standing at the train station. It looks like the conflict this season will start because of the taken supplies AGAIN? Okay, I understand that its easier to write a conflict over supplies, cause they are scarce. But cant it be something different FOR ONCE? The reason I love the first 3 episodes of season 2 so much is because there is no conflict over stolen supplies. Carver is there for different reason and the conflict still works and does not feel out of place.
We will have to see, but if it is like that again in the final season, isnt it a bit repetitive? Doesnt it feel cheap to you as it is to me?
