Who else in these forums think the character of batman is a pussy who lacks the intestinal fortitude to do what needs to be done. who else thinks this character just like the spiderman character has always stopped short of ridding evil from society due to some misguided moral code?

Second, I can see you got your philosophy from reading Garth Ennis' The Boys.
Batman is a vigilante, yet he's able to work with the GCPD. Why? Because he doesn't kill—that's the crucial point. Batman does not play judge, jury and executioner; he stops criminals, and then leaves them to be judged by the courts. It's because of his restraint that Jim Gordon and the larger GCPD can come to tolerate and then trust Batman. If Batman just killed his enemies... well, he's just another mass murdering vigilante, like all the others roaming Gotham.
The MAIN reason Batman has to fight the same Arkham Asylum prisoners is the other factors at play: the corrupt judges in power who take bribes; the dirty cops who look the other way; the literal staff & management of Arkham who just let those supervillains escape from the asylum like it's a revolving door.
Batman is just one man—him killing criminals, even if some deserve the death sentence, won't singlehandedly save the city of Gotham. The city is the product of the law itself failing catastrophically, and the people in charge allowing it to happen.
