Muzzled! Problem: Unable To Locate Component

I got the free Muzzled! game from the 20th anniversary. I didn't try playing it until today, and all I get is an error message saying:
This application has failed to start because d3dx9_41.dll was not found. Re-installing the application may fix this problem.
I don't understand what the error message means. Can somebody help me?

    It means you need to install this or this, depending on whether the machine you're trying to play it on is connected to the internet or not...

    I can't install it. A while back, when I tried to update Internet Explorer and because my computer is so old, my Internet Explorer corrupted. In order to prevent this problem, my "computer fixing guy" made my computer unable to install stuff from Microsoft (to my knowledge).
