Amazon Germany

I was wondering if anyone could help me out. I read this article yesterday that Amazon Germany supposedly delivers free to Belgium, so I tried ordering a book I've been looking for since January, but I got a return mail stating (I think) that the payment couldn't be completed. I don't really understand enough German to get what the problem is, nor how to fix it. When I check the order, there's a message that I need to confirm payment but all that it leads to is the credit card details.

    It would be great if you could post the return mail, so I could try to translate it for you (or at least tell you what their problem is)
