Any good digital coloring software?

edited July 2011 in General Chat
I am looking for a software that is good with digital coloring as well as a good clean-up for my art. I've been getting around to the swing of drawing. So what are some good digital coloring software that can do good colors as well as cleaning up the picture.

I would recomend the two listed above- Photoshop and Corel Painter, but if you're strapped for cash, Sketchbook or Scribbles also work well. They're not free- the former is 50$ and the latter around 20$, but still cheaper than PS or Painter.
