Bug in ep4 Boscos
I keep meaning to post this, as I discovered it quite some time ago.
If you click on the price list in Bosco's before talking to him directly after giving him the money, the normal dialogue tree results and you cannot purchase the truth serum because "he hasn't gotten the money yet".
