Stuck on Jp chapter 2 radio glitch

I'm not getting the button prompt to swipe the radio is this a glitch or am I doing something wrong?

    Are you able to scroll the camera down a bit more?

    ive hit the same problem can't scroll down any further so am starting a new game to see if that fixes my problem if not i dunno what can do
