There a reason why its called a zombie apocolypse when it starts out it happens so fast noone at the start really has time to respond the military wouldnt even be mobilized for it at first chances are they were hit first 1 guy gets bit nobody relizes at first it kills you so it will spread fast as hell from there.
When there is an oppurtunity to make aimed shots, yeah, we're taught to aim center mass (simply because it's easier to hit, especially when time is a factor). Even then, the rifle's typically a support weapon; everything else in the arsenal inflicts more casualties. The rifle's primary use is to keep the enemy pinned until you can have something bigger come along to finish them off. That being said, we do wear helmets for a reason (granted, shrapnel's a part of that reason).
Hell, even if someone who didn't know that shots to the head were needed to kill them, it'd actually be pretty intuitive to shoot them in the face anyway. This shmuck tryinOg to bite folks isn't dying after being shot X number of times in the chest? Well then, we can atleast keep him from biting by turning his head into chunky salsa, he can't bite anybody if he doesn't have a mouth anymore.
Shooting under pressure as a horde of zombies approaches you and getting consistent headshots, would be difficult, even for trained police/soldiers, most actual man to man combat is just skirmishes or for support, as well as weapons arent nearly as accurate as films and games portray, especially in untrAined hands

Zombies move slower than steam off crap, don't attempt to evade rounds, and you don't have to worry about them shooting back. None of those traits make for a particularly difficult target.
To an extent, I'd consider just qualifying with the rifle in the Army to be more demanding, since the targets are timed according to distance so as to simulate how long it would take an enemy to make a well-aimed shot at that distance (with the 300 meter targets being up the longest, for a few seconds)... with zombies, you have as much time as it takes them to slowly shamble across that distance to your position and they're entirely helpless against simple shoot-and-scoot with any form of motorized transport.

The big killers are artillery, aircraft, tanks, etc. the rifle's pretty much at the bottom of the list of stuff that'll kill people in wartime. It's typically used to keep people suppressed (atleast in my experience) until something bigger is available to finish the job, against zombies, the difference is that you don't need to bother.
