TOMI - Chapter 1 - Game Currently Unavailable Error

Hi, I recently downloaded Tales of Monkey Island (Chapters 1 through 5) through Steam. All the Chapters work, except for Chapter 1. When I attempt to run Chapter 1 I get the following error message from Steam: "This game is currently unavailable. Please try again at a later time."

Like all of the other chapters, Steam tells me I've 100% download Chapter 1.

Can anyone help me fix this issue, please?
