No Rewind in episode 3

I'm on PC win 7 64 bit on the steam version, After beating episode 3 I wanted to go back and replay a part. That is when I noticed there isn't even a rewind for episode 3, I seen that some people had the same problem going from 1 to 2 the fixes people stated did nothing. I restarted from episode 2 on the last chapter let it auto save in episode 3 and there is still no rewind. Can some one please help me?
