TWD Classification in New Zealand

This article basically sums up what I am trying to find out:

Why is it that The Walking Dead game is not available on consoles in both Australia and New Zealand when it is only Australia that doesn't have an R18 rating for video games? New Zealand has an R18 rating for video games, and has had for many years, so why is it that New Zealand is being penalised in this situation?
I know that the game is available on Steam for PC users in New Zealand, but what about us console owners?

    you should probably make a complain towards microsoft/playstation network because they are who regulate sales on consoles

    Nope not in this case. Sony and Microsoft release games given to them to release. TTG never submitted the game to New Zealand's classification board. Deeming our market as too small. This means they are not available on NZ stores. So the fact TTG are selling TWD on steam and iOS is slightly dubious as the game hasn't been rated in NZ.

    The rumour is that we may get it in the new year once Australia's R18 classification comes in to effect and TTG can submit it for both countries for the price of one. However, the guidelines were released this week looked on the outside to be no different than what is already in place.
