About the walkie talkie

Does everyone think that Clementine has been talking to that guy through the whole series? At least that is what I have gathered from what people have been talking about

She only got batteries for it at the end of Episode 2 so logically she would only have talked to him from then till the point you hear it at the end of Episode 3.
