I think the guy on the walkie-talkie could be somehow involved with...

Lee murdering the man who his wife cheated on him with. It seems weird that throughout the first four episodes (except for when you can hear Lee's dream in Episode 1) Lee has never really mentioned it much. I think the man could be after Lee for some reason. Also because he is staring at Lee when he buries the dead zombie child in Episode 4. I'm not really sure though since it would be a major coincidence that he has a walkie talkie that knows how to talk to Clementine's walkie talkie (which could mean he has come across Clementine's parents, who maybe have ANOTHER walkie talkie?) and that he is leading Clementine on to meet up with him in Savannah. I definitely think Lee's past will catch up to him in Episode 5 though. What do you think?

Yeah that seems weird. I hope that if he is related to the senator and Lee in any way, that they explain it well.

I myself really hope that it's not someone related to the senator simply because it doesn't make for a very compelling, final villain. Other villains such as the bandits, the St. Johns, and even Oberson (who you never actually confront savior for his zombie form at the bell tower) are all shown to be incredibly twisted in their own unique ways.

For a final antagonist, I would not find this guy to be anywhere near as evil as the other characters if he is simply looking for revenge. Yes, holding Clem hostage will play more with the player's emotions at this point, but I would rather have a villain who has a connection to Clem's family and perhaps Crawford (both plot points are both in the same city) and is really trying to do something horrendous that is not really about simply revenge. Whoever he is, he is obviously well resourced, intelligent, and skilled to be able to move around a za world for so long; I think this guy has his own camp helping him out as well.

That's what I think too. I'm actually starting to think that maybe it's really Clem's dad? Or someone who became obsessed with her or something? We still have the question of how they got one of the walkie talkies (which I definitely think, given that the mystery guy is in savannah, they got from clem's parents if he is not clem's dad). It's clear he's trying to torture lee though cause he could have not warned them in the street that time...or that he wants lee dead and clem alive.
