What's with the stranger's voice?

Since i seen episode 4's ending, i was a bit curious. Episode 5 raised even more questions.

So, the guy from the walkie talkie. We first heard him in Episode 3, and he seemed to have this rough voice. Then in episode 4 his voice changed a bit, and when we finally met him in person, at episode 5, his voice just randomly changed again to sound softer. :/

What's up with that? Were there some other people talking to Lee through the radio? I just can't get over that, how the stranger's voice kept changing.

    different voice actors. they didn't have the final voice yet until EP5 so they used a filler voice during the scenes on the walkie-talkie

    The voice on the radio has the same voice actor as Chuck. The stranger has a completely different voice actor.
