In 400 Days, Justin is telling a story about how he was once a part of "Wall Street", where he used his job to steal money, and although he got caught and is headed to prison, there are probably dozens upon dozens of people like him, still employed, still (arguably) ripping people off and earning money for corporations while people in poverty suffer the consequences of capitalism. If you'd like to, as Vince, you can say "fuck those people and fuck the system, I'm sick of it", and Justin and Danny will agree.

He was saying he did nothing different than what people on Wall Street do, but because he isn't them he was convicted. Basically trying to say that Wall Street is nothing but a Pyramid Scheme (which isn't actually true). He's just a white collar criminal. He is being sent to a maximum security prison because of the amount of money he stole, which he claims was 100 million dollars.
It would be like Vince saying "Yeah but all those soldiers who come back from the war after killing men get parades and medals pinned on their chest for sticking up for their brothers and sisters in arms. All I did was defend my brother, but because society doesn't think that is acceptable I'm going to jail. Fuck that! Fuck the Military!"
Justin would have been persecuted in NY if he was convicted of a crime well a member of the Stock Exchange, and would be heading towards a prison in NY (likely Sing Sing) not Georgia.
